Osaka (Osaka): The Citywide Street-Smoking Ban and Where You Can Still Smoke

Since January 27, 2025, smoking on the street has been banned across the whole of Osaka City (Osaka), not just in a few busy districts. Heated tobacco counts, and city officers collect a 1,000 yen fine. Indoors, Osaka Prefecture's own ordinance has been stricter than the national law since April 1, 2025. This guide explains both, who can fine you and how, and, most usefully, how to find a place where you can smoke, using Osaka City (Osaka)'s and Osaka Prefecture's official pages.

The citywide ban

Osaka City (Osaka) revised its ordinance on street smoking and, from January 27, 2025:

The ban covers places the city manages. Private land and private roads are up to their owners, and some shops put an ashtray on their own property. The city asks owners to place these away from entrances, and may ask them to move an ashtray that encourages people to smoke on the pavement next to it.

Who collects the fine, and how

Only the city's street-smoking prevention officers can impose the fine. Under the city's regulations, they are appointed from former police officers or people the mayor considers equally qualified, they carry an officer ID card, and they must show it if you ask. The process is set out in the regulations too: you're given a written notice and a chance to explain, and then a written decision. In a reply published in January 2026, the city said its officers and assistants patrol across the city and collect the 1,000 yen fine after guidance when they see a violation; as of November 2025 there were 45 officers and 40 assistants, with more planned.

Asked to pay? A real officer has a city ID card and gives you paperwork. If something doesn't feel right, ask to see the ID first. See also scams that pretend to be official.

Finding a place to smoke

Osaka City (Osaka)'s page of places where you can smoke lists two kinds of spots, with a map you can open on your phone:

The page has quick lists for the areas around Umeda, Namba, Shin-Osaka, Tennoji, Shinsaibashi and Kyobashi (Osaka) stations, plus every one of the city's 24 wards. Opening hours differ a lot: some are open around the clock, others only in shop hours. The city says it also has posters around the city with a QR code to the map, and that it covers the ban in "6 Key Rules", its multilingual summary for residents and visitors.

Indoors: Osaka Prefecture's 30 square meter rule

Japan's national law has allowed some small, older restaurants to choose whether customers may smoke inside. Osaka Prefecture's passive smoking ordinance goes further. Since its full enforcement on April 1, 2025, that choice is only available where the seating area is 30 square meters or less. Restaurants with larger seating areas are now, in principle, smoke-free indoors, with smoking only in a separate smoking room. The prefecture says penalties apply.

Can customers smoke at the table in Osaka Prefecture? Smoking in restaurants in Osaka Prefecture from April 1, 2025 A restaurant could allow smoking at the table only if all of these apply: it was open on April 1, 2020; it is run by an individual or has capital of 50 million yen or less; and its seating area is 30 square meters or less (100 square meters or less before April 2025). Otherwise it is smoke-free indoors, except for a separate smoking room. People under 20 can't enter any smoking area. 1. Open on April 1, 2020? 2. Individual or capital 50m yen or less? 3. For visitors this means: most restaurants and cafés in Osaka (Osaka) are non-smoking inside, and a place where you can smoke must say so with a sign at the entrance. Restaurants that allow smoking must also say so in their adverts, and they can't let anyone under 20 in, even a child with their parents. If you don't smoke and want to avoid smoke, the sign at the door tells you before you sit down.

Five tips for smokers in Osaka (Osaka)

  1. Assume every street, park and plaza in Osaka City (Osaka) is non-smoking.
  2. Before you head out, open the city's smoking area map for the station or ward you'll be in.
  3. Treat heated tobacco like a cigarette.
  4. Carry a portable ashtray for butts, but only smoke in a smoking spot.
  5. Traveling with someone under 20? They can't come into a smoking area with you.
